The Kansas City Chiefs are not healthy with Justin Houston not playing and Jamaal Charles possibly not playing. That said, they’re all present at practice.
Everyone on the 53-man roster will practice today, including RB Jamaal Charles.

And what is Andy Reid telling the enemy? In a conference call with San Diego reporters he strongly hinted Jamaal won’t play.
Andy Reid on conference call says he "doesn't think" Jamaal Charles will play but "we'll see".

Andy Reid said earlier this week that it would be a stretch for Jamaal to play on Sunday against the Chargers. This wording in this one is a little stronger. I wasn’t expecting Jamaal before and even more so I’m not expecting him now.
The Chiefs will practice today through Friday. If Jamaal is practicing today, he’ll probably practice all week. I’m guessing he’ll be limited but the Chiefs will formally announce that after each practice.
What could possibly change? I can’t think of any scenario where Jamaal suddenly gets better and is likely to play. This is 11 months into a rehab process, not a week into a sprained ankle. Get to drafting Spencer Ware for your fantasy team.
Meanwhile, I talk about Jamaal and some other Chiefs stuff here:
