It's a PR battle.
Both sides know he’s not going to be a Colt going forward. They’re just trying to come out as best as they can from the breakup.

Why would he want to compete for the starting spot with some new guy? Additionally, the Colts are in rebuild, he won’t get another super bowl shot if he stays.

Its just PR but I would love it as a chiefs fan, but really makes no sense from colts perspective.
Both Andrew Luck and RGIII want to be playing immediately, if the colts commit to Peyton they could be at risk for sitting 3+ years behind peyton if he does in fact come back healthy, the smart thing for them to do would be demand a trade out of indy.
I would love it if there was a second Young quality QB in the draft, increasing the odds we could get one.
Nobody is going to trade for him.
He will be a free agent. Nobody wants to pay his bonus.

Amazingly, two seasons ago Peyton attempted 679 passes and was sacked 16x.
The season before that he attempted 571 passes and was sacked 10×. Combine the two seasons and Peyton gets sacked (right around) every 75 or 80 attempts.
For some clarity, Cassel has been sacked about 150 times since Bradys knee went out. Over that same time he has attempted around 1700 throws. So over four seasons (or 3 1/2) Cassel has been sacked every 11 pass attempts.
Point being, the likelihood of Manning getting killed when he comes back seem to be very slim.
I was once fired from a job two days after I waited on Matt Cassel and his wife Lauren Killian. Totally my AP moment to remember. Unfortunately also one of my stupidest moments.

I'm too tired to tell if you think manning would get sacked more here than in indy.
But, from what I remember, Cassel has always been sacked a lot, even with the Pats. A large part of these sack numbers is the QB being quick making throws.

Now that I'm at a computer...
Check out the difference between Kyle Orton and Cassel. Other than 2010, Cassel is consistently north of 7% sack rate. Orton, on the other hand, had a sack rate of 1% with us, although that’s a small sample size. In his career, he has only been above 7% once, and that was his rookie year.
I’m not sure what I’m trying to prove, but there you go.

Yeah
Peyton has a pocket awareness coupled with a quick release that make him one of the best that’s ever played. I also recall seeing him lose out in the playoffs a few years ago and in his presser openly bitch about their “protection issues.” This is a team that is exactly where the Chiefs were three and four years ago and this a world class QB that isn’t going to want to be there for it.

And of course the prudent PR move from the Peyton camp is...
“Peyton has other interests elsewhere in the league. You did hear that the Chiefs got Jim Bob Cooter on staff, right? Why would he not go there?”

The only way they can trade him for any value is by negotiating a new contract
The current cost is just too high for any team to take on. They need to dial in a new lower number in order to have any trade value whatsoever.
Actually, the new team wouldn't only be out about $7.5M.
The $28M would already be paid by the Colts, since he can’t be traded until after his roster bonus is due. Of course, they’re not going to pay that just to trade him.
